An integral part of the stability analysis of differential equations is the existence of inherent time delays. Time delays are frequently encountered in many physical and chemical processes as well as in the models of hereditary systems, Lotka- Volterra systems, control of the growth of global economy, control of epidemics, etc. Therefore, the stability problem of time-delay systems has been received considerable attention from many researchers (see e.g. [5, 6, 10, 12,14] and references therein).
